Capital Projects
Capital Projects is responsible for programming 5+5 Capital Improvement Program (CIP) by managing and delivering large-scale reconstruction and new construction projects of Houston Public Works existing roadway, drainage, water, and waste-water facilities. Capital Projects service-line is committed to managing and delivering these critical projects that are maintained and operated by the Transportation and Drainage service-line, and Houston Water service-line. To accomplish this, the Capital Projects service-line is comprised of six delivery-lines: Facilities, Infrastructures, Real Estate, Technical Services, CIP Programming, and Project Support Services.

Infrastructure
Infrastructure provides construction services related to the street, bridge, sidewalks, bikeways, overlays, stormwater, water and wastewater infrastructure systems.
Project Support
Project Support provides quality customer service to the citizens of Houston, Houston Public Works and other departments within the city.
Facilities
Facilities, provides engineering services and manages the design projects of the city's Adopted Five Year Capital Improvement Plan.
Real Estate
Researches and acquires real property interests needed for public use in support of the implementation of the Adopted Five Year Capital Improvement Plan.
Project Management Office
Facilitates data gathering, planning, management, and analytical processes to improve positive project outcomes.
Technical Support Services
The Technical Services consists of a Geotechnical Section and an Environmental Section.
