The Office of Business Opportunity is responsible for the Small/Minority/Women Owned Business Enterprise (S/MWBE) Program and the Pay or Play (POP) Program for Houston Public Works (HPW).

Since 2019, Houston Public Works has been a proud partner of the U.S. Water Alliance. Each year since joining Houston Public Works participates in the national education campaign “Imagine a Day without Water”.

Facilitates the design and construction of street rehabilitation efforts throughout the City. This includes mill and overlay of asphalt roadways and concrete panel replacements.
